https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/47

I Made Kawan, Dewa Sadguna, Dewa Gede Semara Edi

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/50

Batuan Village is located in Sukawati District, Gianyar Regency, Bali Province. Batuan Village in general is a low area stretching from north to south with an area of +410 ha. According to the statistical data above, it can be concluded that, topographically, Batuan Village is an agricultural area. Currently, the government is intensively making efforts to improve the quality of education. One of the efforts that the government has made is to re-fine the curriculum that applies in the world of education. The implication is that the Education Unit Level Curriculum (KTSP) has also been developed and implemented as a refinement of the KBK. The aim is to ensure the achievement of national education goals by 2007. Law of the Republic of Indonesia Number 20 of 2003 concerning the National Education System and Government Regulation of the Republic of Indonesia number 19 of 2005 concerning National Education Standards mandate that the KTSP curriculum for primary and secondary education levels be prepared by units education by referring to Content Standards (SI) and Graduate Competency Standard‘s. The conception of learning is a manifestation of a person's interpretation of an object that is being observed and often appears in students' cognition before the formal learning process takes place (Santyasa, 2004a). Conceptions of learning can be divided into two groups, namely a) preconceptions are conceptions based on formal experiences in everyday life, and b) misconceptions are errors in understanding concepts caused by previous learning. Misconceptions or wrong concepts are concepts that are not in accordance with scientific understanding or understanding accepted by scientists in the field concerned (Cakir, 2008; Champagne in Rebich & Gautier, 2005; Suastra, 2000; Subratha & Kariasa, 2001). Misconceptions can take the form of conceptual errors, incorrect relationships between concepts and intuitive ideas or naive views (Suparno, 2005). Another definition, Novak (in Suparno, 2005) states that misconceptions are interpretations of concepts in a statement that are unacceptable. Furthermore, Brown (in Suparno, 2005) views misconceptions as a naive view and defines misconceptions as ideas that are not in accordance with scientific conceptions. Baser (2006c) added that misconceptions or alternative concepts arise from initial experiences and wrong interpretations of existing information, in the form of naive understandings that do not match the views of experts. This Community Partnership Program will be implemented with partners, namely the Elementary School Teachers Group 1 Batuan, Gianyar Regency, Bali, Batuan Village, Sukawati District, Gianyar Regency, Bali Province and will start when the PKM proposal has been approved.
Gede Yohanes Arygunartha, Kadek Agus Mahabojana Dwi Prayoga, Ni Luh Putu Putri Setianingsih

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/51

Bali has developed tourism centered around Balinese culture, deeply influenced by Hindu teachings and the Tri Hita Karana philosophy. The Provincial Government of Bali emphasizes the importance of community involvement in tourism development, with the hope of enhancing the well-being of the local population and boosting the development of local human resources. One of the concepts currently being developed is the establishment of Village Tourism. Village tourism is an example of sustainable development, aligning with the current global agenda. The concept is expected to provide diverse attractions from the common mass tourism trend, it is considered an alternative form of tourism that offers a personalized experience to each visitor and is capable of stimulating the local economy. It serves as one of the solutions to reduce poverty through the employment of local residents. Sidan Village in Gianyar Regency is one of the emerging village tourism destinations. Sidan Village is actively working on improving the tourism infrastructure. Kissidan Ecohills, planned as the gateway to Sidan Village Tourism, is currently facing several issues, as conveyed by the village head. These issues include parking development, the establishment of a shuttle terminal, and a rest area for drivers. These challenges are identified as factors hindering the integration of Sidan Village Tourism and diminishing the comfort of visitors to Sidan Village. To address these issues, this project focuses on designing a concept for the parking area, shuttle terminal, and driver rest area, all centered around Kissidan Ecohills.
A.A Gede Sumanjaya, A.A. https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/52

On the island of Nusa Penida is one of the kahyangan jagat temples, Dalem Ped Temple. As a kahyangan jagat temple, Dalem Ped Temple receives a substantial increase in visitors each year. It is simpler for Hindus to pray at Dalem Ped Temple on Nusa Penida Island due to the island's excellent accessibility by transportation. This increase of visitors has not been accompanied by an increase in the capacity of the facilities owned by Dalem Ped Temple, resulting in several problems such as parking, toilets, and garbage which makes the temple area disorganised. Temple development is presently constrained by mapping the size of the building and area. It is difficult for the community to determine what facilities can be added or arranged to satisfy the needs of the devotees of the Dalem Ped Temple. The purpose of this community service is to assist Dalem Ped Temple Community in documenting the area and size of buildings and land owned by Dalem Ped Temple, as there is currently no research or community service that addresses this topic. Measurements will utilise UAV and Geodetic to improve the precision of measurement operations. The purpose of photo documentation and interviews is to collect data that is accurate and relevant to the problems. As the result the location of the temple complex in the temple area will be determined, which will be translated into a measure drawing to assist the community in the future with planning the development of facilities in the temple area.
Ni Komang Ayu Agustini, Putu Ika Wahyuni, Agus Kurniawan

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/53

Sidan Village is one of the localities located in Bali's Gianyar Regency. Sidan Village is a tourist village that is presently undergoing development in the form of tourism-related infrastructure. Development that continues from year to year will have both positive and negative effects on the development of Sidan Village as a tourist village. Development that focuses solely on meeting market needs without regard for environmental impacts will result in the gradual erosion of Sidan Village's natural potential. One programme is presently being echoed in the development of sustainable tourism, namely the SDGs programme. SDGs, which stands for Sustainable Development Goals, is a programme that prioritises sustainable development. The 17 Sustainable Development Goals (SDGs) are extremely concerned with sustainability, where environmental conservation is the primary requirement for programme implementation. The SDGs-based Potential map was created to assist Sidan village in achieving the SDGs-based classification of "modern village." Designing an SDGs-based potential map commences with a webinar between Warmadewa University and Sidan Village Government Officials, Master Student Thesis Results, Undergraduate Student TA Results, Lecturer Research Results, and SDGs-related village PKM from 2020 to 2022. The objective of this PKM is to design a 2030-targeted village infrastructure development road map based on the Sustainable Development Goals. Swot Analysis on the potentials in Sidan Village with the target as a village base map, designing methods in preparing village potential maps, and planning a village infrastructure development roadmap based on SDGs-based village potential maps in Sidan Village are the research methods employed in this study.
Putu Aryastana, Putu Ika Wahyuni, I Gusti Agung Gede Nodya Dharmastika, I Ketut Darma

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/55

The aim of the activity is to discover the legal culture of farming communities and the legal structure of Traditional Prajuru and BUMDes Management in forest management and utilization through the HPHD scheme, so that there is coexistence between customary law and state law in preserving law and governance to achieve prosperity. The technical implementation was carried out using FGDs, training and lectures to the target group through 25 representatives. The initial evaluation was carried out through a process evaluation in the form of an evaluation of the presence of stakeholders, especially partners and business groups (Farmers and Livestock), Women's Farmers' Groups (KWT), tourism environmental service management groups before the Buleleng Regency Government OPD regarding the contents of the BUMDes Governance book. The results of the process show that the target group is enthusiastic about participating in FGDs, training and lectures. Likewise, the presence of BUMDes administrators who were given lectures on Governance according to the principles of "Good Corporate Governance" which currently has not been carried out optimally so that ongoing socialization and evaluation is needed so that the performance targets for management and utilization of forest resources through the HPHD scheme can be achieved, namely welfare of farmers and society.
I Made Suwitra, Ni Putu Egie Lyllien Cisquita, Ni Putu Widhi Rahayu, Ni Putu Sawitri Nandari

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/56

Roads are infrastructure intended for the movement of vehicles, people and/or goods in the form of roads and supporting facilities, while traffic is the traffic space for the movement of vehicles and people in road traffic space (Law No. 22 of 2009). Movement is formed due to activities carried out not in their place of residence, meaning that the relationship between spatial areas is very instrumental in creating travel and land use distribution patterns affect travel patterns, making a very close relationship between land use and transportation, where transportation as a benchmark in spatial interactions between regions and plays an important role in the development of a region, forming a land-use transport system (Tamin O.Z., 2000). Denpasar City as the center of activity in Bali cannot be separated from transportation problems such as traffic congestion and inconvenience like other big cities. Tukad Pakerisan Road, located in the South Denpasar area, is a two-lane two-way road, as an alternative link to and from the Denpasar city center gate, becoming a rapidly developing area in the last 5 years because this area has market activities, campuses, schools, culinary, residential, offices, and shops. The data used in this study consisted of primary data, where in collecting primary data, surveys were carried out, namely road geometric surveys, vehicle speed surveys, traffic volume surveys and side obstacles. Secondary data in the form of population data is obtained from the Denpasar City Statistics Agency in 2022. The data analysis method used is the Indonesian Road Capacity Manual (MKJI, 1997) and the Indonesian Road Capacity Guidelines (PKJI, 2014). Based on primary data analysis, it is found that Tukad Pakerisan road is an undivided two-lane two-way road (2/2 TT), primary environmental road function, length of section 1000 m, width of Rumaja 9 m, width of road body 7 m, width of kerb / shoulder 1 m, width of vehicle lane 3,5 m. The maximum traffic volume occurs at the afternoon peak hour of 11:00-12:00 am at 1889 skr / hour, high side obstacle class and commercial environment of 500-899 events per hour, free flow speed of 32.32 Km / hour. From the secondary data, the capacity value of the road section is 2208.1 skr / hour / lane, the degree of saturation is 0.68, the travel time is 0.04 hours, the instantaneous speed is 24.5 Km / hour, so that from the comparison of travel speed with the degree of saturation, the level of service of the Tukad Pakerisan road section is B, while from the degree of saturation value, the level of service has a value of C where the flow is stable but the speed of moving and moving vehicles is limited by traffic conditions, the driver is limited in choosing the speed.
Ni Made Widya Pratiwi, Anak Agung Rai Asmani K, Dewa Ayu Nyoman Sriastuti, Anak Agung Gede Sumanjaya

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/57

Research-based community service on efforts to reduce the burden on the state of keeping criminals in prison has never been conducted so far. This work is the first of its kind and contains an urgent nature, as well as strategic in order to improve the welfare of society. The illustration is that as of 27 April 2023 the number of prisoners in Indonesia reached approximately 275,518 people. Expenditure on consumption per day is 50,000 IDR for each prisoner. This means that every day the burden on the Indonesian state budget, originating from taxes paid by the people, reaches 13,775,900,000 IDR. In addition, another phenomenon concerning the number of prisons in Indonesia that are overcrowded by prisoners is the emergence of various types of problems. These include drug trafficking within prisons, escapes of inmates from prisons, riots that result in loss of life and large amounts of property being needlessly damaged. This research addresses the following issues: (1) what types of cases can be resolved through customary law in the community? (2) How should customary court procedural law be applied to fulfil the community’s sense of justice? (3) Is there an impact of promoting, strengthening, and empowering customary village institutions on the development of the tourism industry? In conducting the research, several methods were used, namely lectures, discussions, dialogues, field observations, and literature reviews. The theories used to analyse the problem under study were social engineering theory, justice theory, and legal system theory. This research concludes that it is indeed feasible to apply customary law mediation in solving legal problems that occur in the community. Regarding customary justice procedural law, all kinds of problems are resolved by deliberation to reach consensus through mediation guided by the customary chief. If the prison population can be significantly reduced, the cost of maintaining criminals will be reduced and the prison can be used as an educational tourist attraction for students and the community.
I Ketut Widia, I Dewa Komang Tantra

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/58

To support the development of village potential and improve public services in village government, good governance can be done and implementing programs that can support the performance of village officials in serving the community. A building is needed which is the Office of the Head of the Village Government to accommodate all these activities, where the function of serving the community requires minimum infrastructure facilities to be available. The village office as a symbol of government in the village should be built as well and beautifully as possible with good design and sufficient funds to support all the existing potential of the village. Munggu Village, as one of the villages located in Badung Regency, Bali Province, certainly really needs village government office facilities that can support the development of tourist villages. It is hoped that the village government office building facilities will serve as the village government center and also a public service mall. The methods used in this service are survey, interview and focus group discussion (FGD) methods. The results of the PKM team will be used as planning documents for submitting proposals for funding applications to the government or other institutions.
A. A. https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/59

The Nusa Penida area has received special attention with the selection of Nusa Penida as one of the National Tourism Strategic Areas (KSPN). Particularly, the Gamat area, one of the destinations in Nusa Penida, possesses various natural potentials. The natural potential of Gamat Bay has become a significant attraction for both foreign and domestic tourists, especially for water-related activities such as snorkeling. However, the full potential of Gamat Bay remains untapped due to its challenging access and difficult-to-navigate road infrastructure. In addition to addressing the access and infrastructure issues in the area, there is a need for collaborative efforts to develop a more complex and integrated tourism destination to support the high influx of tourists. One proposal from partners in Sakti Village is the development of architectural typologies that embrace traditional building characteristics and emphasize sustainability. This approach is expected to stimulate increased interest from tourists in visiting the Gamat Bay area. The development of architectural typologies is of utmost importance, given that the development site is located within a protected forest zone and needs to align with the proposed area branding, "The Nuda Penida Heritage." The purpose of this paper is to provide a solution to this issue by empowering the community to create a concept for architectural typology in the development of Gamat Bay, based on Green Architecture principles to preserve the protected forest area. This concept is presented as a planning guide, encompassing aspects of form, structural systems, intensity regulations, building orientation, construction location requirements, and materials. https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/60

Adequate English language skills are required by prosecutors and staff of the District Attorney’s Office of Badung considering that its jurisdiction includes Kuta, Nusa Dua - tourist destinations that are very much visited and inhabited by foreigners. However, the fact is that English language skills of prosecutors and staff of the District Attorney's Office of Badung are still inadequate to communicate directly with foreigners. In addition to serving foreigners involved in a case, either as witnesses or as perpetrators of criminal acts, the District Attorney's Office of Badung as a state lawyer, is also obliged to provide legal services to foreigners. Forms of services provided include: providing information about the law, providing information on questions submitted by foreigners in connection with the law in Indonesia. In relation to this matters, legal English is required to explain the laws in Indonesia. From the problems mentioned above, the Community Service Team of Warmadewa University offers a solution to partners, namely, Legal English Training for Services. This training was conducted regularly for 6 months for 24 meetings and held once a week every Monday, starting in March 2023 until August 2023. The training was conducted using the face-to-face method. This Community Service activity is expected to, first, increase the courage and confidence as well as the English language skills of the prosecutors and staff of the District Attorney's Office of Badung and second, to improve the legal English skills of the prosecutors and staff. Furthermore, with the capital of confidence and courage as well as adequate legal English skills and capabilities, legal services to foreigners are getting better and improving in terms of quality.
I Wayan Ana, Made Susini, Ida Bagus Astika Pidada

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/61

The number of legal cases involving foreigners in Indonesia requires the availability of professional legal interpreters. Legal interpreters are indispensable in assisting foreigners involved in legal cases because not all foreigners are fluent in Indonesian and not many officers who handle foreigners can speak English fluently. Currently, the police use many adhoc interpreters who do not have translation or interpretation skills, including: the police themselves, friends, hotel or villa staff or owners of inns or boarding houses, guides, travel drivers, taxi drivers, grab drivers, and even housemaids or pedestrians. This happens because only 8-10 members are willing to become interpreters for assistance in the police. The lack of Indonesian Translators & Interpreters Association (HPI) members who can and are willing to assist foreigners in the police is because they feel a lack of confidence so they do not dare to become interpreters in the police. In addition, members feel that they do not have the experience and skills of police interpreting. From the above problems, the Community Service (PKM) Team offers a solution to partners, namely, empowering HPI of Regional Commissariat (Komda) of Bali members in assisting foreigners in the police. The empowerment of HPI members is carried out by providing seminars and workshops on interpretation in assisting foreigners in the Police. This seminar and workshop were held on May 27, 2023 intensively for one day which was carried out by face-to-face method. For this workshop activity, the Warmadewa University Community Service Team invited three resource persons, namely from academics in the field of interpretation, stakeholders of interpretation users and interpretation practitioners. The results of this PKM activity are expected to, first, increase courage and self-confidence and second, improve the interpreting skills and abilities of HPI Komda Bali members.
I Wayan Ana, Made Susini, I Nyoman Sujana

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/62

Climate change profoundly impacts Indonesia's coastal regions, where approximately 60% of the population resides, making them particularly vulnerable to its effects. Apart from the looming threat of rising sea levels, the escalating erosion rate along Indonesia's coasts presents a formidable challenge. This gradual erosion trend is anticipated to persist over the next two decades. Recognizing the urgency of the situation, the Indonesian government, through the Ministry of Public Works and Public Housing (PUPR), has taken proactive measures to address coastal damage induced by climate change. However, the repercussions of climate change have hit close to home at Gamat Bay Beach in Nusa Penida, where erosion has emerged as a primary concern. The erosion has disrupted the natural landscape and severely damaged Gamat Temple, as evidenced by the wave-induced destruction in August 2022. In response, the partners involved in developing coastal tourism at Gamat Bay are devising strategies to transform the area into a thriving tourist destination within Sakti Village. Community service initiatives propose implementing beach safety designs tailored to the unique coastal dynamics to combat the erosion challenge. This comprehensive approach entails conducting surveys, analyzing data, and developing designs capable of mitigating erosion and adapting to rising sea levels. One such recommended design solution is the construction of a seawall, utilizing locally sourced mountain stone abundant in Nusa Penida.
Kadek Windy Candrayana, I Nengah Sinarta, Made Mas Surya Wiguna, I Kadek Adhitya Wiguna

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/63

Kelembu Temple of the Mas Traditional Village is one part of the Dang Kahyangan Taman Pule Temple. Situated at a lower level than the main road and directly adjacent to the river, various issues arise within this temple. Floods and high humidity have resulted in deteriorating physical conditions of the buildings, mostly in terms of structure and materials, compounded by their old age. During ceremonial activities, there is insufficient articulation between the sacred and profane zones, especially in the ceremony preparation area. A comprehensive masterplan for the temple area is proposed, which includes adding a purification area for ceremony preparation and designing buildings in a traditional Balinese architectural style to address issues of zoning and temple vistas. Replacing boundary wall structures with composite concrete and adding biopores and ground tanks are proposed solutions to respond to frequent flooding in the Pura Kelembu area during heavy rainfall. Developing a budget for both the masterplan and building construction will greatly assist partners in formulating financial strategies and budget proposals to relevant authorities. Effective communication through direct meetings, starting from data collection and planning concepts to finalizing designs, greatly facilitates the smooth progress of the masterplan design process for Pura Kelembu.
Tjokorda Gede Dalem Suparsa, Kadek Putra Santika Narayana, I Ketut Yasa Bagiarta

https://eproceeding.warmadewa.ac.id/index.php/icss/article/view/64

Absolute power of attorney can be used to transfer land rights provided that the person giving the power of attorney comes directly with the recipient of the power of attorney and signs a statement regarding the agreement to grant absolute power of attorney. Absolute power can be exercised in the transfer of land rights as long as it is purchased for yourself first, what is meant by yourself in this case is the recipient of the power of attorney, to understand the use of absolute power in the transfer of land rights you really have to be really careful, because absolute power means power of attorney. which stands alone means that it is absolutely in the form of a power of attorney, the easiest thing to convince the applicant or the parties that absolute power of attorney can be used in transferring land rights is by appealing to or ordering the person giving the power of attorney to come directly with the recipient of the power of attorney and also sign a statement of agreement. granting absolute power to the recipient of the power of attorney. A form of legal protection for the buyer in the transfer of land rights carried out by a notary based on an absolute power of attorney is by ensuring that the absolute power of attorney is actually made in reality, to ensure this is by having the person giving the power of attorney and the recipient of the power of attorney come face to face. The notary as the authorized official to provide approval and statements regarding the granting of absolute power of attorney, as well as the legal protection that should be applied is to ensure that the money for the transfer of land rights must properly reach the person giving the power of attorney as the seller.
Putu Ayu Sriasih Wesna, I Ketut Singgih, I Nyoman Sukandia
